[TYPO3-core] Poll for 4.1.3

OK, as the vote turned out to be positive, we will release 4.1.3, which 
I'd like to do on Sunday night, so the 4.1 branch will be open until then.

Result is that RemoveXSS won't get into 4.1 which seems to be right 
according to our policies.
