[TYPO3-core] RFC: Fix bug #6553: Remove hardcoded functions replacing with TS

Problem:
In rare cases sombody could need some HTML-Tags inside a title/alt-tag 
of an image. Especially with Ajax it is often the case to get 
information to an image out of its tags.

Solution:
Remove the functions from class.tslib_content.php and add it in TS

Notes:
I know that the general usage of alt/title tags is not to hold these 
tags but if you need it, you can get them by allowing them with TS 
except patching the core
