[TYPO3-core] FYI: Move styleWithCSS setting to the initialization phase of the htmlArea editor

The attached SVN patch was committed.

Type: Bugfix

Problem:
In Firefox, htmlArea would set styleWithCSS to the value specified by 
the RTE configuration every time an execCommand would be executed.

Solution:
Set styleWithCSS whenever designMode is set.

Comment:
Just a small code straightening patch.
