[TYPO3-core] RFC: Fix bug #5949: BE-Shortcut to Tools->User Admin returns error

Problem:
Shortcut to "User Admin" Module returns error 'Value "" for "M" was not
found as a module'.

Solution:
Add &M parameter to the Shortcut URL
