[TYPO3-core] Remove custom URL for RDCT link feature

I found this

What is the situation by now?
Txdiretmail creates for plaintext newsletters always links like
?RDCT=490d6dfa342df53e21bd

config.notification_email_urlmode=

Why they have orinally generated because it seems that it just creates 
problems creating invalid links and *much* unwanted problems.
