[TYPO3-core] Core list now open for everyone

And one more thing to add:
Of course this means that there is no longer a reason to keep the newsgroup
closed! So if you prefer to use the newsgroup instead of the mailing list,
you should be able to select it in your favourite newsreader now (don't
forget to update the list of newsgroups).
