[TYPO3-core] Poll for 4.1.3

Hi Ingmar,

although I would like to see this in 4.1.3 as well, I have to agree with the
reasons mentioned by Benni and Dmitry.

Since 4.2 is out soon(!) it might not be a big issue to wait for it.
I will let the security team know about that. If they do not agree, they
should discuss this in common on the dev list (remember: no discussions
here, please!)
