[TYPO3-core] Poll for 4.1.3

Hi guys,

having 4.1.2 already out for three months now, the time is more than due 
to have a poll for our next patchlevel release 4.1.3.

There are 18 new bugfixes in the branch so far, mainly by Masi, Olly, 
Andreas and Thorsten (see attached ChangeLog).

So what do you think, should we release?

If you vote for a release now, the TYPO3_4-1 branch will be open until 
Tuesday night so we can package in the morning of Wednesday.

Anything you'd like to commit until then?

   - Stucki wants to have the RemoveXSS library committed until then

   - ...add your todos here
