[TYPO3-core] RFC: #6859 Taskcenter: Submodules are not shown

Hi!

This is an SVN patch request.

Problem:
Due to change of remove empty dyntabs. Some extensions (e.g. rootlist) 
are not shown in the taskcenter.
So dividers2tabs must be change to disable empty tabs.


Solution:
This patch ;)

No brainer...
