[TYPO3-core] RFC: Feature #6845: Make preserving DIV sections a configurable RTE processing option

Problem:
Currently, the only RTE processing options for DIV sections are to 
eliminate them, to transform them into paragraphs, or, perhaps, to use 
them as paragraphs. It should be possible to configure RTE 
transformations so as to preserve DIV sections. For example, indentation 
would be preferably produced by DIV sections with some class attribute, 
instead of blockquote elements.

Solution:
I propose the addition of a new property to RTE processing options:
preserveDIVSections. When the property is set to 1, DIV sections will be 
treated just like blockquotes. They will be treated recursively as 
external blocks.

Comments:
Of course, when the option is set, frontend rendering will need to be 
configured in a compatible fashion.
