[TYPO3-core] FYI: moved interface from t3lib/interfaces/ into typo3/interfaces/

FYI:

I just moved an interface introduced through the cleaner backend project 
into typo3/interfaces/ as it fits better there.

the attached patch was committed (I guess svn didn't get moving and 
renaming within one step right, so don't worry about the removed file...)
