[TYPO3-core] FYI: Added labels to checkbox descriptions in new EM section

FYI: The attached patch was commited.

Type: Usability Enhancement

Bugfix: The descriptions of the checkboxes of the "show updated 
extensions" section in the BE were not <label>'ed, therefore you had to 
press the checkbox and could not activate this option by pressing the 
text next to it. This (new) behaviuor is used throughout most of the BE, 
so this is just a small addition.
