I don't think it's the same. Enabling (or disabling) helptext globally
is fine, but disabling the RTE should be able to be done for _each_
record. I've used it quite often, when I generally want to have RTE
enabled, but for some single content elements not.

So I would prefer to have it configurable, and I'm fine with having this
field disabled by default, but would vote -1 (if I may) removing it
completely.
