[TYPO3-core] RFC: Feature #6795: Allow disabling of new page wizard

Problem:
It should be possible to hide the new page wizard (at least I was asked 
to by a client).

Solution:
Add a TSconfig option mod.web_list.newPageWiz.disabled. When set equals 
to 1, the new page wizard is hidden.

Notes:
As far symmetry is concerned one might want to have a 
mod.web_list.newContentWiz.disabled, but I don't think it makes a lot of 
sense.

Modifications for doc_core_tsconfig in wiki and attached.
