[TYPO3-core] RFC: Feature #6793: Rename User and Tools modules

Problem:
Following discussions on the dev mailing list (and as a replacement to 
feature request 0006685 "De-admin the Tools module"), it has been 
suggested to rename the "User" module into "User tools" and the "Tools" 
module into "Admin tools". With this renaming it seems necessary to 
clarify the name of the "Setup" submodule to "User settings".

Solution:
Created new locallang files for the two main modules and changed their 
respective conf.php files to point to those new localisation files. For 
the "Setup" submodule, the string was just changed in the locallang file.

Notes:
There's a minor user interface issue in that since "Admin tools" is a 
longer string it gets very close to the "-" icon for collapsing the 
menu. Does that need to be fixed in the same patch?
