[TYPO3-core] RFC: #6703 $TCA[table]['ctrl']['hideTable'] not implemented II

Hi!

This is an SVN patch request.

Problem:
The key ($TCA[table]['ctrl']['hideTable']) is documented 
(http://typo3.org/documentation/document-library/core-documentation/doc_core_api/4.1.0/view/4/2/#id3613137)
but not implemented...

Solution:
This Patch

Notes:
There where so many discussions about the topic. Which correspond to all.
Now you can overwrite the setting via TSConfig.
It's also possible to extend (very easy) this to other 
overwritting-settings.

I hope this patch gets from all the +1 ;)
