[TYPO3-core] RFC: Integrating installer2.0 into trunk

Hi *,

This is an SVN patch request with 4.2 release project beta-code.

Problem:
The rewritten installer is not tested, not in svn and way hard to 
integrate for testing.

Solution:
Ingmar has implemented a switch for using both installer version side by 
side. The installer will be commited to trunk if it get approved here. 
The old installer be stay in code until new installer code is 
feature-complete and stable.

Comments:
Before this can be commited, you can test it on your own system by 
following this three simple steps (It's important to do it in exactly 
this order!!):

1. Apply the attached patch to your TYPO3-src [1]
2. Rename typo3/sysext/install to typo3/sysext/install_old
3. Checkout the new installer-code from typo3xdev [2] to 
typo3/sysext/install (You must *NOT* link it there! That will *not* work!)

Keep in mind, that the new installer is alpha code! It's stable in my 
eyes but everything else than feature complete!

@Sebastian, Ingmar, Olly and Ingo: If I forgot something, feel free to 
add it. ;-) And thank you guys!
