[TYPO3-core] FYI: Feature #6712 corected: htmlArea RTE: correction to DefaultInline plugin and enhanced API

Problem:
Well. The DefaultInline plugin was silently ignoring the PageTSConfig 
hotkey specification.

Solution:
Correct the plugin and enhance the hotkey handling API in order to avoid 
such error.
