[TYPO3-core] RFC: enable requestUpdate for rte_enabled

Problem:
if you click on checkbox "Disable Rich Text Editor" you have to save to 
achieve. this setting is analog to checkbox on bottom of page that requires 
update.

Solution:
extend requestUpdate to this field

Notes
this is a small fix and a nobrainer, so i didn't made a BT reference.
