I had a similar feeling some months ago... ;)
Search for the post "RFC: Integrate mod.web_list.deniedNewTables as
opposite of allowedNewTables" here in the Core list. Concerning the
difference between 'hide' and 'deny' here's my note the mentioned RFC:
