[TYPO3-core] FYI: Feature #6579 continued: correction to plugin registration for FE case

The attached SVN patch was committed.

Type: Bugfix

Problem:
Plugin overrides were incorrectly handled in the FE.

Solution:
Factor out the enabling of registered plugins and use same procedure as 
in both BE and FE.
