[TYPO3-core] RFC: Feature #6604: Solution for GIFBUILDER with transparentColor and niceText + better description in TSRef

Problem:
Described in TSRef (though description is not very exact and incomplete):
transparentColor
[...]
Option:
transparentColor.closest = 1
This will allow for the closest color to be matched instead. You may need this
if you image is not garanteed "clean".
NOTE: You may experience that this doesn't work if you use reduceColors-option
or render text with niceText-option.

Solution:
More exact documentation in TSRef describing all features (see .txt).
+ allow transparentColor.closest to range from 1 to 99:
If >1 add the following new functionality: Invoke ImageMagick's option -fuzz to
replace similar colors (measured mainly by intensity) into transparency (see .patch)
