[TYPO3-core] RFC: Feature #6685: De-admin the Tools module

Problem:
I launched a discussion in the Dev ML about introducing a "User Tools" 
module. Indeed there are quite a few BE modules that can be considered 
tools but if they are put in the Tools module they can never be accessed 
by non-admin users, because of the admin-restricted access of the Tools 
module. So they end up in the User module, which often doesn't seem 
appropriate.

After some discussion the suggestion focused on lifting the admin 
restriction on the Tools module.

Solution:
Make the Tools module accessible to user and group.

Notes:
The methods in class t3lib_loadModules already take nicely care of all 
the rights, so the change has no perverse impact on modListGroup and 
modListUser.
