[TYPO3-core] RFC: Feature #6626: config.fileTarget for link target on files

Problem:
There exists the TS config.intTarget for default internal and config.extTarget
for default external link targets. It would only be consequent (and imo useful)
to have a config.fileTarget available for file link targets.

Solution:
Introducing the new config and typolink property fileTarget, which makes the
default target for internal links on files configurable.
