[TYPO3-core] RFC: 0006652: Enable the option to hide the checkboxes "extended view", "clipboard", "localization"

Problem:
Currently it is (IMHO) not possible to hide the following checkboxes
- Extended view
- Show clipboard
- Localization view

at the bottom of a page in BE and it would be nice to make this possible 
to enable a cleaner backend.

Hiding via TsConfig:
options.disableBigControlPanel = 1
options.disableClipBoard = 1
options.disableLocalization = 1

Solution:
Apply the patch

Notes:
How does this work with the manual(s). Does somebody take care of 
changes/new features because it should get mentioned somewhere.
