[TYPO3-core] FYI: RFC: adjust t3skin compatibility version

Hi!

This is SVN patch request.

Branch: trunk only

Problem: if t3skin is uninstalled and then installed again, it complains 
  that TYPO3 version is not compatible with skin (i.e. max supported 
TYPO3 version is 4.1.999).

Solution: adjust version to support 4.2

I consider this no-brainer, so committed it but still attach patch here.
