[TYPO3-core] RFC: support uppercase file extensuins in RTE (bug #5189)

Hi!

Methinks this is a no brainer:

Use strtolower() to check for allowed files for drag-n-drop.

Since we're about to ship rteHTMLarea this little fix could make it even in 
older versions.
