I agree with Dmitry, we have several 3.8.1 installations "out there"
which won't upgrade for a long time, and people still want to create
extensions that work with that.

Maybe some "generic" switch when you configure your extension in the
kickstarter:

Extension should run on at least: 3.8.x | 4.0.x | 4.1.x

I am sure we will have more of those "switches" later on when new
features enter the 4.x branch so that kickstarter can generate "slicker"
code if the extension is meant to be used in later TYPO3 releases.
Imagine we have lib/div integrated in 4.9.x and kickstarter then just
"uses" it when the ext-author chooses not to support older
TYPO3-versions anymore? Awesome feature!
