PostgreSQL returns a count even if an update doesn't change a row. So  
it would be no problem to have sql_info in DBAL that just does a call  
to affected rows.

But the other stuff in mysql_info() is not (easily and everything)  
portable. So what about changing the "normal" sql_affected_rows() to  
use mysql_info()? Could this open another can o worms?
