[TYPO3-core] RFC: config.softExclude

Hi,

in the podcast episode "Localize your website - Bob!" [1] Kasper adds a patch 
to the bugtracker [2].

The feature config.sys_language_softMergeIfNotBlank sets the "mergeIfNotBlank" 
for a field in the frontend context through TypoScript. It can be useful to 
have the same for "exclude" localization mode so a field is always overlaid 
in the frontend output. This patch simply copies the code 
from "softMergeIfNotBlank" and does the same for "exclude".

I have attached the patch from the bugtracker to this email for easier 
reference.

From what I see the patch looks good.
