[TYPO3-core] RFC: DBAL-compliancy patch for indexed search

Hi.

RFC: bugfix
Branches: 4.0, trunk

Summary: wrong comparison in select from index_config

When in the BE, having indexed search installed brings up error  
messages from the database because integer fields are compared to  
empty strings, which doesn't work for all databases... I observed  
this with Oracle.

The attached patches fix this.
