[TYPO3-core] RFC: Bug 5069: TSconfig mod.web_list.allowedNewTables used in t3lib_TCEforms_inline

This is a SVN patch request.

Problem:
The TSconfig property mod.web_list.allowedNewTables is accidently used
for IRRE to determine if a record link is allowed. This behaviour is not
required for Inline Relational Record Editing and thus, it is obsolete.

Solution:
Remove the wrong/unneeded code block.
