[TYPO3-core] FYI: removed BE performance enhancements

Hi!

I had to rename several .htaccess files in the system. Effect of this is 
that static BE images are not cached anymore as they were till today in 
4.1. Consequence is that BE will not work faster and BE traffic will not 
decrease in 4.1 as it was planned.
