[TYPO3-core] FYI: fixed bug #4423: BE search doesn't work with UTF-8 chars

Hi!

Problem: in alt_shortuct.php strtolower() was used, which breaks on 
other charsets than iso-8859-1

Solution: use t3lib_cs::case_conv().

Fixed in trunk and TYPO3_40
