[TYPO3-core] RFC: IRRE Patch for RC1

+1 to the patch.

I have
   - carefully reviewed the changes to tceforms and browse_links.php
     during a Skype session with Olly and Sebastian

   - briefly looked over the changes to tceforms_inline and
     jsfunc.inline.js, but I trust they work and in the worst case
     they only affect IRRE functionality anyway.
