[TYPO3-core] RFC: File functions use filectime() for timestamps

This is a SVN patch request.

I stumbled over this line some time ago. The tstamp of a file seems to be 
assigned using the filectime() function, however filemtime() would be more 
appropriate.

ctime: Creation time
mtime: Modification time
