[TYPO3-core] Update NEWS.txt

Hi guys,

please update NEWS.txt with a user friendly description of all
   - new features
   - performance improvements
   - usability improvements
   - notable/important bugfixes

Thomas Esders, who writes the release notes documents [1], uses that as
his source.

@Dmitry, there are two Todos in the file for you (I think Stucki put it
in there a while ago).
