[TYPO3-core] RFC: Bug #6921: localize harcoded labels in t3lib/stddb/tbl_be.php

the attached patch has been committed.
I left the part with language translations out as I felt it wasn't the 
right way. Instead they should be move away from sysext/setup/... to 
sysext/lang/lanbguages.xml (or so).
