[TYPO3-core] RFC: Bug #1678 limit to language; still can delete and move content element

Hi,

i tested the patch and it works, so +1
please change  $editAccess to $mayEditAccess to be consistent.

Additionally we should find a solution to hide the icons (do the check 
before) because click on delete and after an error message is not the 
elegant way.
I will look for this solution anyway.
