[TYPO3-core] RFC: Feature #6795: Allow disabling of new page wizard

Hi!

I didn't get it that I had the same problem last weekend as you.

I have developed a common and flexible solution for the newWizard 
working with the TCA and & TSconfig.

[TYPO3-core] RFC: C#6859 Clean up/Feature of db_new.php. Adding flexible 
newWizards.
