[TYPO3-core] RFC: a hook in TCEforms to complement hook in TCEmain

I know but I asked for this specific hook to 4.1 branch because it will 
help to avoid XCLASS in extended domains handling. But no problem, let 
it be in trunk. I can check version to determine whether to use hook or 
XCLASS.
