[TYPO3-core] RFC: Feature #5690 - TCEforms: add inline editing of secondary options

This is a SVN patch request.

Problem:
The secondary options appear on the top of the backend frameset and that is hard to understand and 
to teach to editors.
An alternative is the checkbox "show secondary options" but the result are too many extra
fields wich is also no good solution.

Solution:
I suggest to change the function of the "more options" button for each palette. By pressing the 
icon, the secondary options are displayed right beyond the normal fields like in "Show secondary 
options" mode but only in that section.

The included patch wraps the palette with a div and uses js to toggle the display-mode between 
'block' and 'none'.

Comments:
The feature wish was issued by Martin Ficzel and he also provided the patch.
