[TYPO3-core] FYI: Fixed bug 6170: CSC - File locallang.php used in static template instead of locallang.xml

The following issue was commited to SVN Trunk.

Problem:
The static template file of CSS Styled Content uses still locallang.php
for the languages. The correct file would be locallang.xml

Solution:
Use the XML file instead of the elderly PHP file.
