[TYPO3-core] RFC: synchronious element stage change

This is at least documented, but the description differs from the actual
behaviour in the code!

Have a look at the possible values of "options.workspaces.changeStageMode"
which can be "all" and "page" according to your docs, but "any" and "page"
according to the source code!

I think there is some cleanup needed here!
