[TYPO3-core] RFC: Fix for bug #209: doktype external URL should require URL to be set

Hi,

this is a SVN patch request.

Branches: trunk, TYPO3_4-1, TYPO3_4-0

Problem: If the doktype of a pages is set to "external URL" the URL field
should be a required field

Bug refs: #209
