[TYPO3-core] RFC: make workspace module reusable from extensions

Hi!

This is SVN patch request

Branch: trunk

Problem: if extension wants to reuse workspace overview, it has copy 
huge part of workspace module to extension because workspace module does 
not let to include and reuse existing code.

Solution: currently wslib class exists for non-gui functionality. Export 
gui code to library file as well and use that code from workspace module.

I got this Kasper's comment about it: "OK with me, sounds like a great 
idea!". This already tested on my test server, of course :) It mostly 
moving of existing code from one place to another but with small 
corrections here and there to make it working from another file. There 
are still some FIXME and TODO in the code but they will be fixed later.

Note: by agreement with Kasper/Michael I will commit this *workspace* 
change after some days if no one objects.
