[TYPO3-core] NEWS.txt in Trunk: Please check and update

Hi folks,

I have cleaned the contents of NEWS.txt in Trunk and added the stuff which I
think is worth mentioning.

Only changes which are not in the latest TYPO3_4-0 version should be added
here, otherwise the changes are not news anymore of course...

Dmitry and Ingmar: Please watch the TODO entries which I have added for
you :-)
