[TYPO3-core] SVN: No more changes in TYPO3_4-0 please!

Hi folks,

I just tried to lock the TYPO3_4-0 branch but failed for some reason. So we
need to do this manually:

Please do NOT make any changes to TYPO3_4-0 until TYPO3 4.0.2 is out. The
only exception for this are critical bugs which were not present in TYPO3
4.0.1 yet.
