[TYPO3-core] UTF-8 in file names

Works beautifully in fileadmin module, but when using the filelinks  
CE I see two issues. The form looks like this:

and after pressing save I got:

1: The destination (/var/www/.../uploads/media) or the source file (/ 
var/www/.../fileadmin/Faili/Test????anai/garumz??mes.txt) does  
not exist. (tt_content:NEW4546665f35051:media)

When linking using the RTE I get this link target in the source:
resulting in this URL in the address bar of FF after clicking:
All I get is:
  The requested URL /fileadmin/Faili/Test????anai/ 
garumz??mes.txt was not found on this server.
Is this an Apache (configuration) issue? The file/dir on disk has  
it's name in UTF-8, at least my UTF-8 shell displays the name  
correctly (Test??anai/garumz?mes.txt).

All on 4.0.2 running UTF-8. I hope this helps.
