[TYPO3-core] RFC: non-existing or empty <meta> in T3FlexForms may cause errors in tceforms

Hi!

This is SVN patch request.

Branches: both

Problem: missing or empty <meta> tag in <T3FlexForms> causes PHP5 errors.

Solution: add array if <meta> is not set or not array.
